TRACEY POWELL

Having worked on a wide range of projects, Tracey’s experience ranges f rom preparation of individual valuations and the provision of general property management and advice to the compulsory purchase of land, including the preparation of an expert witness written submission, asset and rating valuations.

More recently she has undertaken development appraisals at both a strategic level, for an arm’s length development company, and in an expert witness role for local planning authorities.

Her work as a senior valuer has led to involvement in many strategic projects, working closely with the client, in-house officers, other professionals, funding bodies and external consultants to deliver major public sector projects.

She established and managed the Business Rate Section within NPS following the introduction of Business Rates in 1990 and has undertaken a mentoring role for APC candidates.

Other notable projects she has worked on for Norfolk County Council include obtaining planning permission for a new bus interchange, the development of a dance studio and theatre and a housing with care facility, as well as securing extensive business rate savings for the county and the acquisition of land for new schools across Norfolk.

I have worked on many interesting and varied projects over the years both as project lead and as part of a multi-discipline team. More recently I have undertaken an expert witness role where local planning authorities require a ‘sense check’ of developer-led viability appraisals.
